Daniel K. McCarthy, Esq.

Commissioner McCarthy Commissioner McCarthy is currently serving his third term on the Board as the representative for Lehigh County District 4 which includes areas in Allentown, Whitehall and South Whitehall townships.

An attorney for more than 30 years, Commissioner McCarthy has experience in both civil and criminal matters and has argued cases before the Pennsylvania Supreme Court, the Pennsylvania Superior Court and the U.S. District Court. A graduate of the University of Texas at El Paso and the University of Houston School of Law, he is a member at the law firm of Davison and McCarthy, PC.

Commissioner McCarthy currently chairs the Board’s Development Committee; serves on the Quality of Life Grants Review Committee and is an ex-officio member of the board for the Lehigh County Agricultural Society and the Muhlenberg Summer Music Theater.

He is the solicitor to the Allentown Parking Authority and is a former assistant solicitor for the City of Allentown.

Thomas C. Creighton III

Commissioner Creighton Commissioner Creighton was sworn in as the Lehigh County Commissioner representing District 1 in January, 2010. He replaced Sterling H. Raber, one of the Commonwealth's longest-serving Commissioners, who retired in December, 2009.

Commissioner Creighton ran for County Commissioner as a fiscal conservative committed to decreasing spending and taxes. He is an advocate of farmland preservation and of open and accessible government.

Prior to his election as a County Commissioner, Mr. Creighton served as a Lynn Township Supervisor for six years. During that tenure, Commissioner Creighton cited the lowering of Township real estate tax from 1.3 mills to 1 mill as one of his most significant accomplishments. Commissioner Creighton also serves on the Northwestern Recreation Commission.

Commissioner Creighton is a graduate of Widener University with a Bachelor of Science degree in engineering. He is a network engineer for the Caldwell-West Caldwell School District.

He and his wife Suzanne have two sons, Thomas IV and Zachary.       Back

 
Percy Dougherty, Ph D.

Commissioner DoughertyDr. Percy H. Dougherty was elected to the Lehigh County Board of Commissioners in 1993 and took office in January, 1994. He has been elected chairman of the board, an unprecedented six times. Dr. Dougherty represents Lehigh’s District # 2.

Commissioner Dougherty is a past President and current Board member of the County Commissioners Association of Pennsylvania where he has served on a variety of committees, concentrating his efforts on land use and planning initiatives that stimulate the economy while protecting valuable natural resources. He has served on CCAP’s Board of Directors and was Chairman of the Energy, Environment and Land Use Committee.

A recently retired professor, Dr. Dougherty was on the staff at Kutztown University since 1990. He holds a Ph.D. in physical geography and geology from Boston University, a Master of Education Degree in physical geography and a Bachelor’s degree in geography and biology from West Chester University. He holds numerous professional memberships, is widely published in the field of geography/geology and has received numerous awards for his efforts in analysis and education. He has been a featured speaker in both professional and government arenas. His areas of expertise include groundwater diffusion, caves and sinkholes, remote sensing and the geography of wine.

Dr. Dougherty’s numerous civic commitments reflect his dedication to planning, environmental and cultural issues. He is a member and a former chair of the Lehigh Valley Regional Planning Commission, and a former member of the Lower Macungie Township Planning Commission, the Route 222 Study Commission and the Lehigh Valley GIS Steering Committee. He serves on the boards of the Allentown Symphony Association, the Allentown Art Museum, the Wildlands Conservancy and was the chair of the Allentown ArtsWalk Wine Auction.

Scott Ott Minimize

Commissioner OttScott Ott was elected in November 2011, and his fellow board members chose him as vice chairman.

Scott has worked in communications for most of his career, and for five years was executive director of a Christian children's camp in Zionsville. He is a writer and host of current events and educational video programs on PJTV.com.

Scott has previously served in a variety of community organizations, including service as a volunteer and chairman of a nonprofit that helped female victims of rape and domestic violence. He started a nonprofit that rescued an historic theatre and began its renovation. He served as president of the Shoemaker Elementary School Parent-Teacher Organization, and has coached youth basketball. He was elected in 2010 to a four-year term as Republican State Committeeperson. Scott is married to Stephanie, a church children's minister. They have four children.
